In answer to your question, the area is safe to walk in. Dont walk south of Jefferson Street where Rabbit Hole is - it is the edge of the NULU area. You can easily walk to Angels Envy, but the heart of downtown would be quite a walk. If you decide to do so, stick to Main or Market Streets.
