You have to create a custom date format for your requirement as it does not exist in excel by default. First select your cells containing dates and right click of mouse and select Format Cells. In Number Tab, select Custom then type dd-mmm-yyyy in Type text box, then click okay. It will format your selected dates.
Click on the Date option in the category list on the left side of the Format Cells dialog box. Select the date style you want from the list of types. Preview the formatting option in the Sample section above the list. When you see the formatting you want, click the OK button to apply it and close the dialog box.
There is a formula that can quickly convert dd/mm/yyyy to mm/dd/yyyy date format. Select a blank cell next to the dates you want to convert, type this formula =DATE(VALUE(RIGHT(A9,4)), VALUE(MID(A9,4,2)), VALUE(LEFT(A9,2))), and drag fill handle over the cells which need to use this formula.

Windows key + I > Time & language. In the right-hand pane > Time zone > choose (UTC) Dublin, Edinburgh, Lisbon, London. Scroll down, under Formats, click Change Date and Time Formats. Short date > choose DD/MM/YYYY > Long date > choose DD/MMMM/YYYY.
